From WSJopinion: The 1033 program, which lets the Pentagon give surplus equipment to law enforcement, still adds value. But there are ways to reform it, write K_Jack_Riley and Aaron C. Davenport.

Police officers equipped like soldiers have appeared on the streets of American cities amid the protests over George Floyd’s killing, renewing concerns about “militarization of police.

opinion K_Jack_Riley So we send our police into mass shooting scenarios defenseless? Police need to be equipped for all contingencies and have protective gear to keep them from injuries. Riot gear is not military gear! But when the scenario calls for SWAT teams, the police need to bring it!

opinion K_Jack_Riley Liberal reforms do not solve the problem. We have a militarized domestic police force operating within an organization that has NOT changed its values and purpose inspite of these reforms, eg more training, body cams, greater minority representation, etc.

opinion K_Jack_Riley None of the equipment pictured is military equipment

opinion K_Jack_Riley How to avoid militarization? Don’t make it necessary

opinion K_Jack_Riley US Congress will never roll up police regime. it's a base of their unlimited power

opinion K_Jack_Riley Take away the toys. They can’t handle the social responsibility, that’s why we have a military.

opinion K_Jack_Riley Take guns away form citizens, so the risk of police being killed trying to reach a hostage, mass shooter, or terrorist is much less. Other than that? Stop calling it militarized and call it what it is: PREPARED. Now when they have Apaches and RPG, that's militarized.

opinion K_Jack_Riley No military equipment for police. Period.
