Presidential spokesman Harry Roque recognized that the latest House measure is the only lawful move for the network to resume broadcast operations, citing the authority of Congress to grant or deny renewal of such franchise.
House Bill No. 6732 seeking to give ABS-CBN a provisional franchise until October 31, 2020 was approved on second reading by lawmakers. The bill is authored by Speaker Alan Peter Cayetano and several other lawmakers. “It’s not only the best move, it’s the only move under our Constitution because it’s very clear po ‘no na tanging Kongreso lang po ang pupuwedeng mag-grant ng franchise or mag-revoke ng franchise para sa mga broadcast companies ,” Roque said.
Many groups, including lawmakers, media groups, and rights organizations, have expressed shock and dismay over the controversial shutdown of the network and called for prompt action to protect jobs, uphold press freedom as well as ensure access to public information amid the coronavirus emergency.
