There is no changing the reality that the Supreme Court (SC) will decide if violations of the franchise law were committed and if Congress has the power to grant or deny the franchise.

This was the observation of Senator Panfilo M. Lacson in Monday’s public hearing by the Senate Public Services Committee on issues related to the impending termination of the 25-year-old franchise of ABS CBN.As the Senate continued its public hearing on the franchise of the giant network, House officials said that they follow the traditional ‘’inter-parliamentary courtesy.’’

This means that the Senate must wait for the results of its public hearing and committee report on bills before acting on it based on the Constitution. But Senate Minority Leader Franklin M. Drilon maintained that it has done parallel public hearings in the past as long as it does not issue a committee report ahead of the Lower House.
