It will protect rapist and lots of other overflow. It won't protect innocent victims, it will endanger them. Could be treated under 'Mental Health' to ensure people aren't suffering or making life altering decisions, perhaps? I’d suggest it’s abundantly obvious in most cases irrespective of name.
