Not knowing the facts ... but I'm thinking 30 years hard labour would be an appropriate penalty ... and an eye watering fine to donate to a good cause (should not be too difficult in the current circumstances) with parole after 29 years ... and the outcome well publicised ...

These people should pay compensation 4fires lit, also fined, names put on Arsonists list, community work with fire department also fire victims burns unit & Vet places deal with animals burnt, seeing what impact their irresponsibility continously has on communities animals lives.
