Justice Secretary Menardo Guevarra on Tuesday, December 31, backed the call of President Duterte who warned lower courts against issuing temporary restraining orders (TRO) and writs of preliminary injunction that would halt the construction of two dam projects that would supply the much needed water to Metro Manila.

Guevarra reminded that there is an existing law “that prohibits all courts from issuing restraining orders/preliminary injunctions against national government infrastructure projects.”

Recently, Duterte assured assistance including compensation and relocation for residents who will be affected by the projects but warned courts who will entertain natives in the areas who are trying to stop the projects through the issuance of TROs or preliminary injunctions. The two dam projects currently underway are the P12.2-billion Chinese-funded Kaliwa Dam in Quezon province and the P20-billion Wawa Dam in Rizal under the joint venture of Prime Infra and San Lorenzo Builders Group.
