The Grants Pass ruling comes after data shows homelessness sitting at 12 percent nationwide, which is the highest reported level. PA Democratic lawmakers, including Rep. Ismail Smith-Wade-El from Lancaster County, are planning to propose legislation that would, among other things, establish an affordable homeownership study in PA.
