The appeals court order appears tied to a grand jury investigation into Paxton’s dealings with an indicted real estate investor.

The order from the 5th U.S. Circuit Court of Appeals did not name Paxton or his agency, instead referring to a Texas government agency and “senior Agency personnel.” However,In its order, the 5th Circuit Court rejected a request by the unnamed state agency to halt a grand jury investigation into allegations of wrongdoing by senior agency personnel.
